Making sure the server stays up

I've been entertaining the notion of emailing myself when my site goes down or comes back up.

I'd also like it to come back up more quickly than 5 minutes after power comes on.

My main concern is creating a consistent experience so that I can count on the internet staying up at my house (server resets connection if not available) and my site remains usable from outlying locations.  Basically this will involve something on my computer looking to see if it can detect google.com.  If google is not there then it when wait a little and restart or refresh the connection.  I can't make the router restart itself, but I do have it on a timer to go off at least once a day.  I'd also like to know if, when, and how often my site is going down so I can act accordingly.  I'd also like a UPS.  When power goes out my computer will shut itself down or go into hibernate.  When power is back it will come back up. 

I think these things will save me some trouble, but I don't think I'll be able to afford the UPS.
